Capacity and Working Environment Enhancement Programme

Background

BISAP has been implementing project entitled “Capacity and Working Environment Enhancement Programme ” since January 2016 with the generous assistance of Delegation of the European Commission to Bangladesh in Chittagong City Cooperation in Banngladesh.

The aim of the project is to increase the overall objective of the project is to increase the worker friendly environment in the garment industries and thereby contribute to the welfare of both the workers and the authorities.

Majority of workers are children and women who are most vulnerable to the socio-economic conditions as well as gender discrimination and they are paid very low as they do not have any formal training.

On the other hand the project is targeting the garment authorities for the improvement of working environment, reproductive health, women rights, child rights and gender in the garment industries. Therefore, the primary beneficiaries of the project are the possible garment workers and the workers sacked or fired from the garment industries, and the secondary beneficiaries are the garments authorities.

The project has directly trained up 500 unemployed children and 224 sacked women fired garment workers of which almost 60% are women. On the other hand the project involved as many as 180 garment authorities and workers with the workshops and dialogue on various designated issues.

PROJECT Activity

Training centre Set-up:- For increasing technical knowledge & skill of sacked & fired garment workers a Training Centre was set-up with necessary material and equipments (Training Chair, White board, Display board, Sewing Machine etc) where the targeted beneficiaries received training for their growth and development.

Identification of sacked/ Fired Garment Workers: – Identification of sacked/fired garments worker is one of the important components of the programme. Project Organizers‟ were met the worker & visited the intervention area to identify their prevailing status. Participatory identification method was adopted during identification period. Project Organizers‟ visited

different garments industries & discussed with garment official before identification. During project period 1000 sacked/fired garments workers were identified through prescribed format.

Development of Training Modules: To develop training module with technical know-how of imparting training courses of sacked/fired, unemployed children for increasing their knowledge and skill as well as creating job opportunities for their survival and livelihood in the elide sector. It is a quite new initiative in Bangladesh through BISAP emerged the system by financial support of European Commission to Bangladesh. The said training module have been develop

  • design through experience expert of garment industry. For imparting fruitful training input the following training module have been developed and produced
  • Training on Machine Operation.
  • Training on Cutting as per Design.
  • Training on Assistant Machine Operators.
  • Training on Screen Print & Roller Print.
  • Training on Repair & Maintenance.
  • Foundation Training for New Workers.

Training on Machine Operation: Basic objective of this training is to impart technical know-how of sewing machine & its application at proper way so, that the trainees know and understand properly of machine operation. During project 04 training courses of machine operation were organized under the purview of the programme where 200 trainees were participated. Course duration of imparted training was of 15 days. The trainer emphasises on technical know-how of machine operation. Practical and theoretical aspects of several types of machine were incorporated during training courses. Training was facilitated by the reputed & experience professional of garment industries.

Training on Cutting as per Design: For increasing accurate cutting of cloth and accurate sewing 04 training courses on “ Training on Cutting as Per Design” were organized. 300 unemployed and sacked/fired workers participated in the courses. Attention was given for different cloth cutting and keeping accuracy as per design. The trainer provided intensive motivation on importance of cutting both by practical and theoretical. Course duration of imparted training was of 10 days. Participatory training approach was adopted articulating the method of need assessment, group discussion, case study and role-play. training was started with need assessment and completed by post evaluation.

Training on Assistant Machine Operation: For increasing knowledge and confidence building in sewing and machine operation in garment industries without external help 04 courses were imparted on above training. The course duration of imparted training was of 05 days with the participation of 200 unemployed children and sacked/fired workers. The courses emphasize the technical know-how of Assistant machine operation. Practical and theoretical aspects were incorporated in training on assistance machine operation. Appropriate resource person especially form garment industry and garment technical centre were invited to enrich the quality of training.

Training on Screen Print & Roller Print: Screen Print & roller Print are another important section of garment industries. Because each and every garment industry has something to be printed . In this connection BISAP has organized 04 training courses on “ Screen Print & Roller Print” with the participation of 80 unemployed and sacked/fired garment workers. The course duration of imparted training was of 10 days. The appropriate resource persons of printing factory were invited to conduct the training courses. Necessary colour mixing tools, printing block, colour-mixing system were practically and theoretically incorporated in screen-printing & roller printing training. Courses were facilitated by the trainer of M-TEX Printing Factory.

Training on Repair & Maintenance of Different Machine: The important sector of any garment factory depend on its maintenance sector. It is one of the most importance sections of the industry. In this connection BISAP organized 04 training courses on “ Training on Repair & Maintenance of Different Machine.” The course duration was 15 days where 200 unemployed and sacked/fired garment workers participated in the courses. The courses were facilitated by the maintenance in-charge of garment industries. The training emphasizes repair of different sewing machine, and other garment accessories and job related equipments. Practical & theoretical aspects were shared and discussed.

Foundation Training for New Workers: This is a very important course for the people who are new and are quite unaware about garments sector. So, the foundation training for the new worker will create knowledge & skill about the sector and will enhance their skill to work in any garment. In this connection 04 courses on “ Foundation Training for New Workers ” have been organized where beginning to start every aspect have been discussed both practically and theoretically to enhance the knowledge and skill of the trainees so that they can understand each and every importance of various types of machine, cutting system, maintenance, sewing, printing, various design of cloth etc. In this connection, resource person was invited to conduct the said training. The course duration was 15 days. Where 80 fresh/ unemployed children were participated. Topics on various sections of the garment industries were discussed & exercised.

A View of Training on Assistance Machine Operation.

The long Term Impact Include:

  • The garment authorities and BGMEA are considering similar initiative for improving and strengthening the sector.
  • Being inspired by the success of the trained-up workers more unemployed people will be encouraged to receive training for their capacity building and to have job opportunity at higher salary.
