Capacity and Working Environment Enhancement Programme of Garment Workers
BISAP adopts decentralized participatory management system in programme implementation. The General Body, the supreme authority of the organization consists of 29 members. A 7-member Executive Committee is elected biennially out of General Body for policymaking and programme execution. All the policies of Executive Committee are implemented by the modest programme staff headed by the Chief Executive who is responsible for overall programme implementation and management. The Chief Executive is the Ex-officio member-secretary of the Executive Committee. In addition, there is a 5 member Advisory Committee consisting of development experts who used to advise the Executive Committee from time to time to undertake appropriate policies and guidelines for significant program achievement.

BISAP has been implementing Capacity and Working Environment Enhancement programme with the financial support of European Union. BISAP, since its establishment, works in the Chittagong Division. From its experience it has observed that Chittagong Metropolitan city has a large number of garment industries of different size. According to number Chittagong is probably not far behind the capital Dhaka because of the port facilities. Therefore the urban life and the urban economy of Chittagong Metropolitan City are controlled to a large extent by the garment industries and its workers. The well being of these poor people if not hardcore poor matters a lot for the well being of the city. Every development organization is working with the hard core poor and these groups are often left out of the development initiatives. Development of this class of the society is of a higher priority. BISAP has been implementing the programme to increase the worker friendly environment in the Garment Industry & thereby contribute in the employment generation of neglected people and improving the workers capacity

BISAP has been implementing Primary Prevention of HIV & Risk Reduction through Work-place Interventions in Garments Industries with the financial assistance of Global Fund-USA, Save the Children -USA & Ministry of Health, as a strategic partner of YPSA Consortium.
